The institute was established in the city of Nalut in 1991 under the decision of the Secretary of the General People's Committee for Vocational Training and Education No. (229), where its educational journey began under the name "Higher Vocational Center for Comprehensive Professions." Since its inception, the institute's vision has focused on preparing and qualifying specialized technical and vocational cadres capable of meeting the labor market's requirements and addressing developmental needs in the region.

The institute began its academic journey with two main departments: (Department of Computer Professions) and (Department of Administrative and Financial Sciences) with its two branches "Management and Accounting." Throughout its journey, the institution has witnessed a development in its structure and names, transforming from "The Higher Vocational Institute for Comprehensive Professions" to "The Higher Institute for Comprehensive Professions," reaching its current name ."Higher Institute of Science and Technology".  

"The Institute is a leading educational landmark, as it is the second higher institute to be opened in the Nafusa Mountains region (within the area extending from Al-Haraba to Nalut) after the Ghadames Institute. It has effectively contributed to attracting a large number of students and graduating hundreds of skilled professionals across various technical disciplines."

The academic reputation of the institute is not limited to the neighboring area; it has extended to attract students from distant regions such as (Sebha, Al-Shat, Ubari, Al-Abyar, Ajdabiya, and Gharian), in addition to welcoming students from sister Arab and African countries such as (Syria, Egypt, and the Comoros). This geographical diversity of students and the distinguished educational outcomes reflect the high level of competence of the faculty members and the prestigious status of the institute as a leading educational destination.
